Wat Kandal, located in the middle of two pagodas, was built by Venerable Visutthivongsa Upchhay Chhun Preah Vinay Dharmasam. From 1918 to 1966, the pagoda was prosperous with 17 pavilions, schools, and a kitchen. From 1966 to 1975, four monks ruled the monastery in succession. However, the Neh period was slow due to adhikars. From 1975 to 1979, the pagoda was used as a place of detention, interrogation, and torture during the Pol Pot genocide.
